Recruitment freeze to save council Pounds 20m

ESSEX County Council is set to make a Pounds 20 million saving by imposing a freeze on recruitment. It means that no jobs for life will be offered and all new posts taken up will be fixed term contracts unless a permanent contract is agreed in special circumstances.

Jobs advertised since before January 2010 are being reviewed and are likely to be scrapped, with the council still having 2,000 unfilled posts.

Changes Permanent employees taking other jobs inside the organisation will be unaffected by the changes.

Temporary workers’ places will be under scrutiny from October and renewals will be for three months but extendable and they will be restricted to a 35-hour week.

Temps who have been at Essex 12 months or longer will be offered fixed term contracts if their jobs are considered essential.

Others will be dismissed.

Chief executive Joanna Killian says many of the unfilled posts have languished for more than a year and the council also employs around 1,000 temps some on overtime costing Pounds 2million a year. The move is over and above the three-year transformation project offering savings of Pounds 300million and is driven by the Government’s emergency budget demanding “significant savings”. From now all recruitment for both permanent and temporary posts will have to be justified before any post is advertised, including new posts that may be considered necessary.

Ms Killian says she is seeking consistency ensuring Essex is not paying more than the market rate for an employee and they keep to the terms of their Working for Essex (WfE) contract with recruiter Capita.
